When should a workplace complaint be investigated externally?

An external investigator may be appropriate when independence, neutrality or confidence in the process could otherwise be difficult to maintain.

Consider external support when:

• A conflict may exist — the complaint involves a manager, HR representative or another person connected to the internal process.

• Neutrality may be questioned — employees may reasonably doubt whether an internal review can be fully independent.

• The facts are sensitive or complex — the matter involves competing accounts, serious allegations or several participants.

• Internal capacity is limited — the organization does not have the time, experience or resources needed to conduct a careful investigation.

An external investigation does not need to be adversarial. The purpose is to provide a fair, structured and well-documented process that protects both the people involved and the organization.

The goal is not to make the process more complicated. It is to help ensure that concerns are examined carefully and that decisions are supported by reliable information.
